What is the correct definition of "murder in violation of the law of war", an offense punishable under the Military Commissions Act of 2009?  Is there a difference between the tossed grenade in the Khadr trial and a missle strike launched by a civilian employee of the CIA?  In the linked article, the CANWEST news service reports on divisions inside the U.S. Administration.
